[SOLVED] Sub menu

Hello,
I added a sub menu to my Services main menu option. I want the Services to show the sub menus as a dropdown when moused over, on all pages. However, the dropdown menu only appears (and is accessible) when I'm on the actual Services page. When I"m on the homepage or any other page of the website, the dropdown menu disappears and is not accessible.

How can I accomplish this?

Also another issue now when I click Customer to edit the style, it says "Current Theme is not customizable". It didn't lock me out like this previously. Do you know what is my issue here?
