[SOLVED] Smooth Scroll

I'm using the smooth scroll funtion for go to the sections by clicking on the top menu.... But i want know if that is possible by clicking on a section to go to another section or go to the next section. Please say yes...

Example:
I has put an arrow on top-b with a link to the URL #top-c but the problem is that the smooth scroll don't works.
