Where should I insert the Facebook Pixel Code?

I tried to download the index.html file inside PUBLIC_HTML/TEMPLATES so I could insert it before the HEAD but I can not edit the index.html file, it says it is LOCKED.

Is there another way to insert this inside joomla backend?
