Menus Not Showing?

I'm not clear on how menus get integrated with the Time template. I can't get any menu I create to appear. As a test I created 2 menu items pointing to articles. All I see is the articles with the Next and Previous links. How do I build a menu as in the demo where clicking on a menu drops you down to a module on the page? Or conversely, how does a menu work to navigate to a new page? I wish to show the menu texts.

Thanks. Now I can see the home menu item, but have to hover over to the right of it to see the sibling menu item. How do I configure the menu so that all menu items on level 1 can be seen without hovering?
