I installed JP_Time on my testing domain ronsolcer.nl
Got a picture on the background and a logo center top. The logo in the middle of the navigation menu.
But how can i arrange it with code that on entering at the home the navigation is visible in 3 stripes (same look as off-canvas) and left top. And with scrolling it changes to textual navigation.

You mean the sticky header? You can activate it in the template options under Header / Sticky Header.
If you mean something else, please provide us with screenshots or at least something visual that shows exactly what you want.
